Do I legally need a health and safety consultant?
Not specifically a consultant, but you do legally need competent health and safety advice. Under Regulation 7 of the Management of Health and Safety at Work Regulations 1999, every employer must appoint one or more competent persons to help them meet their duties. That competent person can be you, a director, an employee, or an external consultant. The law expects you to look to your own business first and only bring in outside help where nobody internally has the competence to do what is needed. In practice, most small and medium businesses use an external consultant because employing a full-time specialist is far more expensive than they need. If you have five or more employees you also need a written health and safety policy, something a consultant will produce as a matter of course.
How much does a health and safety consultant cost in 2026?

- One-off project suits a specific need: a policy, a batch of risk assessments, an audit before a tender or a client requirement.
- Retained support suits businesses that want an ongoing “competent person” on call: regular reviews, document updates, someone to phone when an issue or an accident happens, and cover if the HSE comes knocking.
How to choose a good health and safety consultant
Qualifications and memberships are useful markers, but the real test is relevant, demonstrable experience of risks like yours. Look for:
- Relevant qualifications. There is a wide range, from the NEBOSH General Certificate through to the NEBOSH Diploma and NVQ Level 6, plus specialist certificates in the areas that matter to you (fire, construction, occupational health, environmental). Match the qualification to the work, rather than treating any single one as a gold standard.
- Professional membership. Membership of a recognised body is a good sign of ongoing competence and a code of conduct. The two main ones are IOSH (the Institution of Occupational Safety and Health) and the International Institute of Risk and Safety Management (IIRSM). Chartered membership (CMIOSH) is a well-known marker, but treat it as one indicator among several, not a qualification in itself.
