If your building was built or refurbished before the year 2000 and you are the duty holder for non domestic premises, Regulation 4 of the Control of Asbestos Regulations 2012 requires you to manage the risk. In practice that means a survey and an asbestos register.
A management survey covers normal occupation and is largely non intrusive. A refurbishment and demolition survey is intrusive and is required before any work that will disturb the fabric of the building.
A written plan recording where asbestos containing materials are, what condition they are in, who is responsible, how often they are reinspected, and how contractors are told about them before they start work.
Look for UKAS accreditation to ISO 17020 for surveying and an ISO 17025 accredited laboratory for analysis, or individual certification such as BOHS P402.
